Note that the processing of the IAEA/PD-2019 for transport makes uses of a "patched version of NJOY2016", which is available under Github branch (feature/pn-iaea) of NJOY2016. The work-around converts the evaluated (generally anisotropic) angular distributions of emitted particles from discrete levels in residual nuclei to isotropic distributions. See details in the NJOY2016 #issue. This is an approximation, as currently the official NJOY2016 release can not process the released IAEA/PD-2019 library. This approximation is used for many discrete levels in some evaluations in the IAEA/PD-2019 library. As soon as a complete patch for NJOY2016 is released the ACE transport library will be updated, accordingly. The employed approximation in NJOY has no impact on calculated cross sections, but may affect applications where angular distribution of emitted particles (especially neutrons) is important. There are no other systems currently capable of producing ACE libraries for photon induced reactions.
